About the Opportunity
The Learning & Development Specialist is responsible for driving workforce capability through the implementation and governance of learning and skills development initiatives. As the appointed Skills Development Facilitator (SDF), the role oversees statutory reporting, grant management, regulatory stakeholder engagement, and learning programmes to ensure compliance, support workforce planning, and develop a sustainable pipeline of skills aligned to business, transformation, and organizational growth objectives.
This role is accountable for:
Skills Development Strategy and Governance
- Lead the implementation and governance of the organization’s Skills Development Strategy, ensuring alignment with business objectives, workforce development priorities, Employment Equity targets, B-BBEE commitments, and Social and Labour Plan requirements.
- Monitor compliance with applicable skills development legislation and regulatory frameworks while providing oversight of skills development policies, programmes, processes, and reporting activities.
Statutory Reporting and Compliance
- Manage and coordinate WSP, ATR, PIVOTAL, and other statutory reporting requirements, ensuring accurate submissions, stakeholder consultation, and compliance with regulatory obligations.
- Monitor the implementation of approved skills development plans, maintain audit-ready documentation, and report on progress, risks, and corrective actions.
Regulatory and Stakeholder Management
- Serve as the secondary organizational SDF and liaison with regulatory bodies, including MQA, SETAs, QCTO, and NAMB, ensuring effective stakeholder engagement and compliance management.
- Manage relationships with learning and regulatory partners, and coordinate responses to audits, verification reviews, monitoring visits, and compliance enquiries.
Learning Programme Management
- Provide oversight of learnerships, apprenticeships, internships, bursaries, occupational qualifications, and other learning programmes, ensuring compliance with accreditation, quality assurance, workplace approval, and legislative requirements.
- Monitor learner progress, certification, retention, and absorption outcomes while supporting transformation and Employment Equity objectives through targeted development initiatives.
Grants, Funding and Financial Management
- Coordinate mandatory and discretionary grant applications, claims, reporting, and funding opportunities, ensuring compliance with legislative and organizational requirements.
- Monitor learning and development expenditure, grant recovery, and budget performance to maximize funding utilization and return on investment.
Workforce Planning and Capability Development
- Conduct skills gap analyses and workforce planning activities to identify future capability requirements, support succession planning, and develop sustainable talent pipelines.
- Advise leaders on qualification frameworks, Recognition of Prior Learning (RPL), career pathways, and scarce and critical skills development to support current and future business needs.
Audit, Reporting and Continuous Improvement
- Coordinating internal, external, SETA, B-BBEE, quality management, and regulatory audits.
- Maintaining accurate and auditable learning and skills development records.
- Preparing and presenting workforce development, compliance, grant, and training reports.
- Identifying opportunities to improve systems, processes, reporting capability, and stakeholder experience.
About You
We’re looking for someone who:
- Degree or National Diploma in Human Resources, Human Resource Development, Learning & Development, Industrial Psychology, Education, Organizational Development, or a related field, with relevant experience in Learning and Development, Human Resource Development, Skills Development, or Workforce Capability Management.
- Possess at least 5 -years’ experience as an SDF or similar functions
- Experience managing WSPs, ATRs, grant applications, learnerships, SETA engagement, and skills development compliance, supported by sound knowledge of the Skills Development Act, Skills Development Levies Act, Employment Equity Act, B-BBEE principles, and related regulatory frameworks.
- Understanding of MQA, SETA, QCTO, NAMB, occupational qualifications, RPL, workforce and succession planning, talent development, career pathways, and scarce and critical skills.
- Strong analytical, reporting, data management, and problem-solving capability, with the ability to interpret legislation, compliance requirements, and funding frameworks and translate them into practical business solutions.
- Excellent stakeholder engagement, communication, relationship management, planning, organization, and prioritization skills across operational, technical, leadership, learning, and regulatory stakeholders, with high attention to detail, sound judgement, governance focus, and a proactive continuous improvement mindset.
- Registered SDF certification and Assessor, Moderator, ETDP, AET, or other relevant L&D qualifications will be advantageous; a valid driver's license may be required based on operational requirements.
